A decade on, VGF still remains limited to rhetoric at expense of development projects

It's been more than one-and-a-half decades since the country started talking about the 'Viability Gap Funding' (VGF) and its application in infrastructure projects especially ones that would be developed through the Public-Private Partnership (PPP) model but the country is still in the phase to have one.
