Contractors Accused of Forming New Syndicate Using 'Average Bid' Method

Kathmandu. The practice of not completing development construction projects on time, taking more contracts than capacity, and leaving work unfinished for years by bidding at low rates has been prevalent in Nepal for a long time.

As this mismanagement, where the state's investment becomes 'water in the sand', has increased public frustration, the government recently implemented the 'Public Procurement (Second Amendment) Act, 2083'. However, construction entrepreneurs allege that a new syndicate in the name of 'average bid' has been formed by a few large contractors using the new legal provision, brought with the expectation of reform, as a weapon, and that the state treasury is being exploited.
