CPN UML Fails to Complete Key Party Departments Nine Months After 11th National Convention

Kathmandu. Nine months have passed since the completion of the 11th National Convention, but the CPN UML has not been able to complete the party's important departments. The delay in completing the departments has affected the overall activities of the party, and hundreds of leaders and cadres have become inactive and jobless. Leaders themselves say that many works have been affected due to the departments, which play a role in making the party's internal, organizational, and ideological work dynamic and active, not being completed. The UML started its 11th National Convention in Kathmandu's Bhrikutimandap in the last week of Mangsir 2082 and completed it on Poush 3. Although the convention elected the Central Committee including Chairman KP Sharma Oli, it has not been able to complete the central departments yet. According to the statute, the UML has 33 departments at the center, and there is a provision to form departments at the provincial and local levels as well. It is said that the impact of the central departments not being completed has also been felt at the lower levels. Departmental heads have been appointed at the center, but deputy heads, secretaries, and members have not been nominated. Because of this, the organizational, ideological, and other activities of the UML appear ineffective. The UML has a provision to nominate up to 25 members in each department. Based on this, more than eight hundred leaders and cadres at the center are in a jobless state. Among Nepal's old political parties, the UML, which has been considered efficient, organized, and effective in its organization, has recently seen organizational chaos. Because of this, some leaders and cadres have neglected party activities and have stopped showing interest in renewing their membership. The issue of party reorganization has become more complicated in the CPN UML, which suffered a shameful defeat in the elections held in February. Former Vice-Chairman of CPN UML, Yuvraj Gyawali, says that the party's work has been seriously affected and leaders and cadres have started appearing inactive due to the central departments not being completed for a long time. Gyawali said, 'When departments are without leadership and are not completed for a long time, cadres become inactive, disappointed, and migration increases.' 'Party members themselves leave, and that is what is happening now.' Gyawali believes that neglecting the committees and important departments after the 11th convention is causing serious damage to the party. 'Even the Central Advisory Council has not been formed yet,' he said. 'Hundreds of leaders who have worked for years are forced to be jobless and disorganized. This is causing greater damage to the party.' He stated that the party leadership has not learned from the elections held in February, and this could lead to further crisis in the internal life of the UML. Neeraj Acharya, head of the CPN UML's Publicity and Publication Department, says that the delay in completing the departments was due to focusing on elections immediately after the convention, the chairman's illness at times, and state repression against the leadership. 'The departments will be completed by the upcoming central committee meeting,' Publicity Department chief Acharya told Ratopati. 'The central committee meeting could not be held in the meantime. The departments will be completed soon through the secretariat and central committee meetings.' The CPN UML held two central committee meetings in Poush immediately after the convention. The first meeting, held in the convention hall itself, passed various proposals, while the second meeting, held immediately after, made work distribution focused on elections. What departments are there in CPN UML? The UML has departments for Finance and Planning, Industry Commerce and Supply, Consumer Interest Protection, Energy Water Resources and Irrigation, Agriculture and Livestock, Law, Central Library, Water Supply and Sanitation. There are also departments for Elections, Tourism and Civil Aviation, Foreign Affairs, Publicity and Publication, Party School, Land Management, Physical Infrastructure and Transport Management, Youth and Sports, and National Interest and Security. Similarly, there are 33 central departments including Forest and Environment, Fund Management, Disaster Management, Science and Technology, Education and Human Resources, Labor and Employment, Organization, Parliamentary, Federal Affairs and General Administration, Social Service, Social Security and Society, Cooperatives and Poverty Alleviation, Urban Development, Literature Art and Culture, Local Development, and Health departments.
