Administrative governance, employee management, and effective service delivery within the provincial structure, which is a crucial link in the implementation of federalism, are still emerging as major challenges.

Although the Bagmati Province government has reduced the number of ministries from 14 to 8 with the objective of cutting expenditure and ensuring administrative efficiency, problems have arisen in the internal management of the merged ministries, organization and management survey (O&M), and the division of responsibilities among secretaries.
