सार्वजनिक सवारी दर्ता रोक्काले भित्रिसकेका गाडीबारे व्यवसायी अन्योलमा

काठमाडौं । यातायात व्यवस्था विभागले देशभर नयाँ सार्वजनिक सवारी साधनको दर्ता प्रक्रियामा पूर्ण रोक लगाएपछि अटो व्यवसायी र यातायात क्षेत्रमा अब सरकार कसरी अगाडि बढ्छ भनेर हेरिरहेका छन् ।

विभागले सातै प्रदेशका सम्बन्धित मन्त्रालयहरू तथा देशैभरिका स्थानीय तहलाई पत्राचार गर्दै अर्को सूचना जारी नभएसम्मका लागि पेट्रोलियम र विद्युतीय दुवै प्रकारका नयाँ सार्वजनिक गाडीहरुको दर्ता रोक्न निर्देशन दिएको थियो ।

सरकारको यस अप्रत्याशित निर्णयसँगै अहिले नेपालमा आयात भइसकेका तर दर्ता हुन बाँकी रहेका सयौँ सार्वजनिक गाडीहरुको भविष्य अन्योलमा परेको छ । यसले समग्र यातायात क्षेत्रमा ठूलो हलचल ल्याएको छ ।

यातायात व्यवस्था विभागले जारी गरेको सूचना अनुसार सार्वजनिक यातायातको वैज्ञानिक व्यवस्थापन हुन नसकेका कारण देशमा अत्यधिक वायु प्रदूषण बढेको, सडकमा सवारी साधनको चाप अनियन्त्रित रुपमा चुलिएको र ट्राफिक जामका कारण सर्वसाधारणको आवागमनमा कठिनाइ उत्पन्न भएको उल्लेख छ ।

यसका साथै इन्धनको बढ्दो मूल्यका कारण सार्वजनिक सवारी तथा यातायात क्षेत्रमा पर्न गएको असहजता र कठिनाइलाई बेलैमा सम्बोधन गर्नुपर्ने आवश्यकता देखिएकाले नयाँ सवारीको व्यवस्थापनका लागि यो कदम चालिएको विभागको भनाई छ ।

सवारी तथा यातायात व्यवस्था ऐन, २०४९ को दफा २४ को उपदफा (३) को कानुनी व्यवस्थालाई टेक्दै विभागले सार्वजनिक हितका लागि कुनै पनि किसिमको सवारी साधनको दर्ता रोक्का गर्न सक्ने अधिकार प्रयोग गरी ऐनको दफा १४ बमोजिम यो रोक लगाएको हो ।

यो रोक पेट्रोलियम गाडीमा मात्र नभई वातावरणमैत्री मानिने इलेक्ट्रिक अर्थात् विद्युतीय सार्वजनिक सवारी साधनहरूमा समेत समान रुपमा लागू गरिएको छ ।

सरकारले नयाँ सार्वजनिक गाडीको दर्ता रोक्ने निर्णय गरेसँगै स्वाभाविक रुपमा नयाँ गाडीहरुको आयात प्रक्रिया समेत ठप्प प्रायः बनेको छ ।

तर, सरकारले यो प्रतिबन्ध लगाउनुभन्दा अगाडि नै नेपाल भित्रिसकेका र भन्सार पास भई दर्ताको पर्खाइमा रहेका गाडीहरुलाई के गर्ने भन्ने प्रश्न खडा भएको छ । यही विषयलाई लिएर अहिले भौतिक पूर्वाधार विकास मन्त्रालयमा छलफल सुरु भएको छ ।

मन्त्रालय स्रोतका अनुसार नेपालमा आयात भइसकेका गाडीहरूलाई दर्ता गरेर बिक्री तथा सञ्चालन गर्न दिने कि नदिने भन्ने विषयमा केन्द्रित रहेर अहिलेसम्म दुई पटकसम्म छलफल भइसकेको छ ।

स्रोतले भन्यो, ‘सरकारले गाडी आयात र दर्ता बन्द गर्नुभन्दा अगाडि बाहिर कुनै पूर्वसूचना दिएको थिएन । त्यसैले अहिले आयात भइसकेका गाडीहरुको हकमा के गर्ने भन्ने बारे एउटा ठोस निर्णय गरेर मात्रै त्यसलाई सार्वजनिक गर्ने मन्त्रालयको तयारी छ । नेपाल भित्रिसकेका गाडीहरुलाई भने दर्ता गर्न दिएर सञ्चालन गर्न दिनुपर्छ भन्ने पक्षमा छलफल भइरहेको छ । हाल नेपालमा आयात भएर दर्ता नभई थन्किएर बसेका सार्वजनिक गाडीहरूको यकिन तथ्यांक भने सरकारी निकायसँग अझै आइसकेको छैन । मन्त्रालयको प्रारम्भिक अनुमानमा करिब ३ सय देखि ४ सयको संख्यामा पेट्रोलियम र विद्युतीय सार्वजनिक गाडीहरु आयात भएर दर्ताको पर्खाइमा रहेका छन् । गाडी आयात तथा दर्ता प्रतिबन्धलाई कति समयसम्म कायम राख्ने भन्ने विषयमा पनि छलपल भएको छ । छलफलमा यो प्रतिबन्धलाई धेरै लामो समयसम्म नलम्ब्याउने र तत्कालका लागि परिस्थिति नियन्त्रणमा लिन बढीमा ३ महिनासम्म मात्रै गाडी आयात रोक्ने कि भन्ने छलफल समेत अगाडि सारिएको छ ।’

यातायात व्यवस्था विभागले भने गाडी आयात प्रतिबन्ध र आयात भइसकेका गाडीहरुको दर्ता प्रक्रियाका सवालमा मन्त्रालयमा नीतिगत छलफल भइरहेको पुष्टि गरेको छ ।

विभागका एक कर्मचारीका अनुसार विभाग केवल नीति कार्यान्वयन गर्ने निकाय भएकाले मन्त्रालयले जसरी निर्णय गरेर पठाउँछ, त्यसलाई अक्षरस कार्यान्वयन गर्न आफूहरू तयार रहेको बताए । मन्त्रालयबाट केही दिनभित्रै यस विषयमा अन्तिम र आधिकारिक निर्णय आउने अपेक्षा गरिएको छ ।

सरकारको यो अप्रत्याशित निर्णयले अटो व्यवसायीहरुलाई भने निकै चिन्तित बनाएको छ । नयाँ सवारी साधनको दर्ता प्रक्रिया अचानक रोक्का भएपछि नेपाल अटोमोबाइल डिलर्स एशोसिएशन (नाडा) लगायतका अटो व्यवसायीहरुले आकस्मिक बैठक समेत डाकेका थिए ।

व्यवसायीहरूको छाता संगठनको उक्त कमिटी बैठकमा यस संकटबाट कसरी निस्कने र सरकार समक्ष कसरी प्रस्तुत हुने भन्ने विषयमा गहन छलफल भए पनि कुनै ठोस निष्कर्ष भने निस्कन सकेको छैन ।

नाडाका अध्यक्ष सुरेन्द्रकुमार उप्रेतीले कमिटीको आकस्मिक बैठक बसेको स्वीकार गर्दै अहिलेसम्म ठोस निष्कर्षमा पुग्न नसकिएको जानकारी दिए । नेपालमा गाडी प्रतिबन्ध हुनुभन्दा पहिले नै आयात भइसकेका तर दर्ता हुन बाँकी रहेका गाडीहरूको वास्तविक संख्या कति छ भनेर सोधिएको प्रश्नमा अध्यक्ष उप्रेतीले अहिले नाडाले त्यसको यकिन तथ्यांक संकलन गर्ने काम गरिरहेको र चाँडै नै विवरण बाहिर ल्याउने बताए ।

सार्वजनिक यातायातलाई वैज्ञानिक र व्यवस्थित बनाउने सरकारको उद्देश्य सकारात्मक देखिए पनि पूर्वतयारी विना चालिएको यो कदमले बजारमा अन्योलता सिर्जना गरेको छ । आयात भइसेका करोडौँ मूल्यका गाडीहरु भन्सारमै थन्किँदा व्यवसायीहरूको बैंक ब्याज र लगानीको जोखिम चुलिएको छ ।

अब मन्त्रालयले चाल्ने आगामी कदम र दिने निकासले नै नेपालको सार्वजनिक यातायात र अटो बजारको भविष्य कुन दिशातिर जान्छ भन्ने कुरा तय व्यवसायीहरु बताउछन् ।

Kathmandu. After the Department of Transport Management completely halted the registration process of new public vehicles across the country, auto dealers and the transport sector are now watching how the government will move forward.

The department had written to the relevant ministries in all seven provinces and local levels across the country, directing them to suspend the registration of new public vehicles, both petroleum and electric, until further notice.

With this unexpected decision by the government, the future of hundreds of public vehicles that have been imported to Nepal but are yet to be registered is now in doubt. This has caused a major stir in the entire transport sector.

According to a notice issued by the Department of Transport Management, the lack of scientific management of public transport has led to excessive air pollution in the country, uncontrolled increase in vehicle traffic on the roads, and difficulties in the movement of the general public due to traffic jams.

In addition, the department says that this step has been taken to manage new vehicles as there is a need to promptly address the inconvenience and difficulties faced by the public transport and transportation sector due to the rising price of fuel.

The department has imposed this ban in accordance with Section 14 of the Act, exercising its power to block the registration of any type of vehicle in the public interest, in line with the legal provisions of Sub-section (3) of Section 24 of the Vehicle and Transport Management Act, 2049 BS.

This ban has been applied equally not only to petroleum vehicles but also to environmentally friendly electric public vehicles.

With the government's decision to halt the registration of new public vehicles, the import process of new vehicles has naturally also come to a standstill.

However, the question has arisen as to what to do with the vehicles that had already entered Nepal before the government imposed this ban and were awaiting registration after clearing customs. Discussions have now begun in the Ministry of Physical Infrastructure Development on this issue.

According to ministry sources, discussions have been held twice so far, focusing on whether or not to allow the sale and operation of vehicles that have already been imported into Nepal after registering them.

The source said, 'The government did not give any prior notice before stopping the import and registration of vehicles. Therefore, the ministry is preparing to make it public only after making a concrete decision on what to do with the vehicles that have already been imported. Discussions are underway to allow the vehicles that have already entered Nepal to be registered and operated. Currently, the exact data on the number of public vehicles imported and not registered in Nepal has not yet been received by the government agency. According to the ministry's initial estimate, about 300 to 400 petroleum and electric public vehicles are imported and waiting for registration. There has also been confusion over how long the vehicle import and registration ban will be maintained. During the discussion, it has also been discussed whether to extend this ban for a long time and to temporarily control the situation by stopping vehicle imports for a maximum of 3 months.'

The Department of Transport Management has confirmed that policy discussions are underway within the ministry regarding the issue of vehicle import bans and the registration process for imported vehicles.

According to an employee of the department, since the department is only a policy implementation body, they are ready to implement the decision sent by the ministry to the letter. The ministry is expected to come out with a final and official decision on this matter within a few days.

This unexpected decision by the government has left auto dealers very worried. Auto dealers including the Nepal Automobile Dealers Association (NADA) had called an emergency meeting after the registration process of new vehicles was suddenly halted.

Although the committee meeting of the umbrella organization of businessmen held in-depth discussions on how to overcome this crisis and how to present it to the government, no concrete conclusions have been reached.

NADA Chairman Surendra Kumar Upreti admitted that the committee held an emergency meeting but informed that no concrete conclusion has been reached yet. Asked about the actual number of vehicles that were imported into Nepal before the vehicle ban but have yet to be registered, Chairman Upreti said that NADA is currently working on collecting accurate data and will release the details soon.

Although the government's objective of making public transport scientific and systematic seems positive, this step taken without prior preparation has created confusion in the market. As imported vehicles worth crores of rupees are stuck at customs, the risk of bank interest and investment for businessmen has increased.

Now, the future steps taken by the ministry and the solutions it provides will determine the direction in which the future of Nepal's public transportation and auto market will go, say industry insiders.
