बुढीगण्डकीबारे अर्थमन्त्रीको अभिव्यक्तिप्रति नेता पाण्डेको आपत्ति

काठमाडौँ । नेपाली कम्युनिस्ट पार्टीका नेता तथा बागमती प्रदेशका पूर्वमुख्यमन्त्री राजेन्द्रप्रसाद पाण्डेले बुढीगण्डकी जलविद्युत आयोजनासम्बन्धी अर्थमन्त्री डा. स्वर्णिम वाग्लेको अभिव्यक्तिप्रति गम्भीर असहमति जनाएका छन् ।

राष्ट्रिय सभाअन्तर्गतको “विकास, आर्थिक तथा सुशासन समिति” को बैठकमा अर्थमन्त्री वाग्लेले बुढीगण्डकी आयोजनाको लागत तथा निर्माण प्रक्रियाबारे व्यक्त गरेको धारणा जनतामा निराशा पैदा गर्ने खालको भएको भन्दै पाण्डेले आइतबार प्रेस विज्ञप्तिमार्फत आपत्ति जनाएका हुन् ।

विज्ञप्तिमा पाण्डेले बुढीगण्डकी आयोजनालाई सामान्य जलविद्युत आयोजनाको रूपमा मात्र मूल्याङ्कन गर्नु उपयुक्त नहुने उल्लेख गरेका छन् । उनले यो आयोजना केवल विद्युत उत्पादनमा सीमित नभई बहुउद्देश्यीय राष्ट्रिय गौरवको योजना भएको जिकिर गरे ।

पाण्डेका अनुसार सरकारले नौ वर्षअघि नै १,२०० मेगावाट क्षमताको जलाशययुक्त बुढीगण्डकी आयोजना निर्माण गर्ने निर्णय गरिसकेको छ । आयोजनाका लागि गोरखा र धादिङका २७ गाविसअन्तर्गत करिब ५३ हजार रोपनी जग्गा अधिग्रहण गरी ४३ अर्ब रुपैयाँभन्दा बढी मुआब्जा वितरण भइसकेको छ भने विस्तृत आयोजना प्रतिवेदन (डीपीआर) तयारीमा समेत अर्बौँ रुपैयाँ खर्च भइसकेको उनले उल्लेख गरेका छन् ।

उनले आयोजना सम्पन्न भएपछि करिब ४२ किलोमिटर लामो जलाशय निर्माण हुने, जलयातायात सञ्चालन गर्न सकिने तथा मत्स्यपालन, जलविहार र पर्यटन प्रवर्द्धनमा समेत टेवा पुग्ने बताएको छ ।

साथै जलाशय वरपर झण्डै ३०० किलोमिटर रिङरोड निर्माण हुने तथा होटल र रिसोर्ट सञ्चालनमार्फत् स्थानीय आर्थिक गतिविधि विस्तार हुने उनको भनाइ छ ।

धादिङ क्षेत्र नं. १ का पूर्वसांसद समेत रहेका पाण्डेले काठमाडौँ र सिउरेनीटारमा आयोजनाका फिल्ड कार्यालय सञ्चालनमा रहेको अवस्थामा परियोजनालाई ओझेलमा पार्ने प्रयास नगर्न सरकारलाई सचेत गराएका छन् ।

उनले अर्थमन्त्री वाग्लेलाई निराशाजनक अभिव्यक्ति दिनुभन्दा आयोजना निर्माणका लागि आवश्यक स्रोत व्यवस्थापनतर्फ ध्यान केन्द्रित गर्न आग्रह गरेका छन् ।

Kathmandu. Nepali Communist Party leader and former Chief Minister of Bagmati Province, Rajendra Prasad Pandey, has expressed serious disagreement with Finance Minister Dr. Swarnim Wagle's statement regarding the Budhi Gandaki Hydropower Project.

Pandey objected to the views expressed by Finance Minister Wagle in a meeting of the "Development, Economic and Good Governance Committee" under the National Assembly regarding the cost and construction process of the Budhi Gandaki project, saying that it was disappointing to the public.

In the statement, Pandey said that it would not be appropriate to evaluate the Budhi Gandaki project as a general hydroelectric project. He asserted that the project is not limited to just electricity generation but is a multi-purpose project of national pride.

According to Pandey, the government had already decided to build the 1,200 MW reservoir-based Budhi Gandaki project nine years ago. He mentioned that for the project, about 53,000 ropanis of land under 27 VDCs of Gorkha and Dhading have been acquired and more than Rs 43 billion in compensation has been distributed, while billions of rupees have been spent on preparing the Detailed Project Report (DPR).

He said that after the project is completed, a reservoir about 42 kilometers long will be constructed, water transport will be able to operate, and it will also help in the promotion of fisheries, aquatic life, and tourism.

He also said that a nearly 300-kilometer ring road will be constructed around the reservoir and local economic activities will expand through the operation of hotels and resorts.

Pandey, who is also a former MP from Dhading Constituency No. 1, has warned the government not to try to overshadow the project while the project's field offices are operational in Kathmandu and Siurenitar.

He has urged Finance Minister Wagle to focus on managing the resources required for project construction rather than making disappointing statements.
