प्रहरी र सशस्त्र आईजीलाई कारबाही गर्न राष्ट्रिय मानव अधिकार आयोगको सिफारिस

काठमाडौँ । राष्ट्रिय मानव अधिकार आयोगले जेनजी आन्दोलनमा त्रुटिपूर्ण काम गरेको भन्दै नेपाल प्रहरीका आईजी दानबहादुर कार्की र सशस्त्रका आईजी नारायणप्रसाद पौडेललाई कारवाही सिफारिस गरेको छ ।

उनीहरू सो घटनाको समयमा एआईजी दर्जामा कार्यरत थिए । उनीहरूसँगै उपत्यका प्रहरीका डीआईजी ओमबहादुर राना, एसएसपी विश्व अधिकारी, सशस्त्रका तत्कालीन एसपी जीवन केसी, राष्ट्रिय अनुसन्धान विभागका तत्कालीन निर्देशक कृष्ण खनाल, काठमाडौँका तत्कालीन प्रमुख जिल्ला अधिकारी छविलाल रिजाललाई पनि कारबाही सिफारिस गरिएको छ ।

प्रतिवेदनमा भनिएको छ, ‘भाद्र २३ गते बानेश्ववर र संसद भवन क्षेत्रमा फिल्डमा खटिएका नेपाल प्रहरी, सशस्त्र प्रहरी बल तथा राष्ट्रिय अनुसन्धान विभागका फिल्ड कमाण्डरहरूलाई मानव अधिकार उल्लंघन गरेकोमा नेपालको संविधानको धारा २४९ (२) को (ङ) बमोजिम प्रकृया पु-याई विभागीय कारवाही गरी सो को जानकारी राष्ट्रिय मानव अधिकार आयोग ऐन २०६८ को दफा १७(२) बमोजिम यस आयोगलाइ दिन ।’

Kathmandu: The National Human Rights Commission has recommended action against Nepal Police IG Dan Bahadur Karki and Armed Forces IG Narayan Prasad Poudel for their culpable acts in the Genji movement.

They were working at the rank of AIG at the time of the incident. Along with them, action has also been recommended against Valley Police DIG Om Bahadur Rana, SSP Bishwa Adhikari, then Armed Forces SP Jeevan KC, then National Investigation Department Director Krishna Khanal, and then Kathmandu Chief District Officer Chhabilal Rijal.

The report states, 'On Bhadra 23, the field commanders of the Nepal Police, Armed Police Force and National Investigation Department who were deployed in the field in the Baneshwar and Parliament Building areas should be prosecuted as per Article 249 (2) (e) of the Constitution of Nepal for violating human rights and departmental action should be taken and the information should be provided to this Commission as per Section 17 (2) of the National Human Rights Commission Act, 2068 BS.'
