बारामा राष्ट्रिय आर्थिक गणना: ८१ प्रतिशत काम सम्पन्न

जनकपुरधाम । राष्ट्रिय आर्थिक गणना–२०८२ अन्तर्गत बारा जिल्लामा हालसम्म करिब ८१ प्रतिशत स्थलगत तथ्याङ्क संकलन सम्पन्न भएको छ। जिल्ला आर्थिक गणना कार्यालय, बाराका जिल्ला आर्थिक गणना अधिकारी राजेश दासका अनुसार जिल्लाभर खटिएका गणक तथा सुपरिवेक्षकहरूको सक्रियताका कारण अपेक्षाभन्दा छिटो प्रगति हासिल भएको हो।

नेपाल सरकारको राष्ट्रिय तथ्याङ्क कार्यालयले “अर्थतन्त्र मापनका लागि आर्थिक गणना” भन्ने मूल नारासहित दोस्रो राष्ट्रिय आर्थिक गणना–२०८२ सञ्चालन गरिरहेको छ। देशभर मिति २०८३ बैशाख ३ गतेदेखि असार ७ गतेसम्म स्थलगत तथ्याङ्क संकलन कार्य जारी रहेको छ।

जिल्ला आर्थिक गणना अधिकारी दासले आर्थिक गणना कुनै प्रशासनिक सीमाभित्र सञ्चालनमा रहेका वस्तु उत्पादन तथा सेवा प्रदान गर्ने प्रतिष्ठानहरूको विवरण सङ्कलनदेखि तथ्याङ्क उत्पादन र वितरणसम्मको प्रक्रिया भएको बताए। नेपालले पहिलो पटक २०७५ सालमा आर्थिक गणना सम्पन्न गरेको थियो।

उनका अनुसार आर्थिक गणनाबाट उद्योग तथा व्यवसायसम्बन्धी आधारभूत आर्थिक तथ्याङ्क उत्पादन, नीति निर्माण, आर्थिक सम्भाव्यता पहिचान, अर्थतन्त्रको आकार मापन, कुल गार्हस्थ उत्पादनमा विभिन्न क्षेत्रको योगदान निर्धारण तथा रोजगारी र लगानी प्रवर्द्धनमा सहयोग पुग्नेछ।

दासले तथ्याङ्क ऐन–२०७९ अनुसार व्यवसायीले उपलब्ध गराएको विवरण पूर्ण रूपमा गोप्य रहने स्पष्ट पारे। उनका अनुसार संकलित विवरण केवल तथ्याङ्कीय प्रयोजनका लागि सामूहिक रूपमा प्रयोग गरिनेछ, व्यक्तिगत विवरण सार्वजनिक गरिने छैन।

हाल बारा जिल्लाका सबै पालिकामा गणक तथा सुपरिवेक्षक टोली आर्थिक एकाइमा पुगेर विवरण सङ्कलन गरिरहेका छन्। विशेषगरी कलैया उपमहानगरपालिका, जितपुरसिमरा उपमहानगरपालिका, निजगढ नगरपालिका र महागढीमाई नगरपालिका क्षेत्रमा उल्लेखनीय प्रगति भएको कार्यालयले जनाएको छ। व्यस्त व्यापारिक तथा औद्योगिक क्षेत्रमा भने अझै तथ्याङ्क सङ्कलन जारी रहेको छ।

आर्थिक गणनामा कृषि, वन तथा माछापालन, उद्योग, निर्माण, व्यापार, यातायात, होटल तथा भोजन सेवा, सूचना तथा सञ्चार, वित्तीय सेवा, शिक्षा, स्वास्थ्य, मनोरञ्जनलगायत औपचारिक तथा अनौपचारिक आर्थिक गतिविधि समेटिएका छन्।

गणक तथा सुपरिवेक्षकहरूले केही चुनौतीसमेत सामना गरिरहेका छन्। कतिपय व्यवसायी कार्यालय वा पसलमा उपस्थित नहुनु, केहीले विवरण दिन हिच्किचाउनु, फोन सम्पर्क नहुनु तथा व्यस्त बजार क्षेत्रमा समय व्यवस्थापन कठिन हुनु मुख्य चुनौतीका रूपमा देखिएको दासले बताए।

यद्यपि अधिकांश व्यवसायीले गणनालाई सकारात्मक रूपमा लिएको उनले बताए। कलैया उपमहानगरपालिका का एक व्यवसायीले “पहिलो पटक यति व्यवस्थित ढंगले व्यवसायको विवरण संकलन भइरहेको अनुभव भयो। सरकारले सही तथ्याङ्कका आधारमा योजना बनाओस् भन्ने अपेक्षा छ,” भने।

त्यस्तै जितपुरसिमरा उपमहानगरपालिका का एक उद्योगीले औद्योगिक क्षेत्रको वास्तविक अवस्था सरकारसमक्ष पुग्नुपर्ने बताउँदै यसले भविष्यमा लगानी र रोजगारी बढाउन मद्दत पुग्ने विश्वास व्यक्त गरे।

दासका अनुसार सुपरिवेक्षकहरूले गणकको कामको अनुगमन, तथ्याङ्कको गुणस्तर परीक्षण तथा दैनिक प्रगति मूल्यांकन गरिरहेका छन्। कतिपय अवस्थामा उनीहरू स्थलगत निरीक्षणमा समेत सहभागी भएर विवरण प्रमाणीकरण गरिरहेका छन्।

केही स्थानमा इन्टरनेट तथा प्राविधिक समस्याका कारण डाटा अपलोडमा ढिलाइ भएको भए पनि नियमित समन्वयमार्फत समस्या समाधान गर्दै कार्यलाई तीव्र बनाइएको कार्यालयले जनाएको छ।

राष्ट्रिय तथ्याङ्क कार्यालय, थापाथली, काठमाडौंले देशभरका ७७ जिल्लामा स्थापना गरिएका ८४ जिल्ला आर्थिक गणना कार्यालयमार्फत गणनाको कार्य समन्वय गरिरहेको छ। कार्यालयले गणक तथा सुपरिवेक्षकलाई प्राविधिक सहयोग, निर्देशन तथा सहजीकरण उपलब्ध गराउँदै आएको छ।

दासले बारा नेपालको महत्वपूर्ण औद्योगिक तथा व्यापारिक केन्द्रमध्ये एक भएकाले यहाँबाट प्राप्त हुने तथ्याङ्क राष्ट्रिय अर्थतन्त्रका लागि पनि महत्वपूर्ण हुने बताए। पथलैया औद्योगिक क्षेत्र, सिमरा करिडोर तथा सीमावर्ती व्यापारिक गतिविधिका कारण जिल्लाको आर्थिक गतिविधि अत्यन्त सक्रिय रहेको उनको भनाइ छ।

जिल्ला प्रशासन कार्यालय, उद्योग वाणिज्य संघ तथा जिल्लाका १६ वटै स्थानीय तहले गणना कार्यमा आवश्यक सहयोग गरिरहेको कार्यालयले जनाएको छ। विभिन्न स्थानीय तहहरूले सामाजिक सञ्जालमार्फत “राष्ट्रिय आर्थिक गणना–२०८२ मा सहभागी बनौं” भन्दै सार्वजनिक अपिलसमेत जारी गरेका छन्।

दासले राष्ट्रिय आर्थिक गणना देशको आर्थिक भविष्यसँग जोडिएको अभियान भएकाले गणकहरू व्यवसाय स्थलमा पुगेका बेला सही विवरण उपलब्ध गराउन सबै नागरिकसँग आग्रह गरे।

उनका अनुसार बाँकी १९ प्रतिशत तथ्याङ्क संकलन कार्य पनि तीव्र रूपमा अगाडि बढिरहेको छ। सबै अवस्था अनुकूल रहे तोकिएको अवधि अर्थात् २०८३ असार ७ गतेभित्र सम्पूर्ण स्थलगत विवरण संकलन सम्पन्न हुने अपेक्षा गरिएको छ।

Janakpurdham. About 81 percent of the field data collection under the National Economic Census-2082 has been completed in Bara district so far. According to Rajesh Das, District Economic Census Officer of the District Economic Census Office, Bara, the progress has been achieved faster than expected due to the active participation of enumerators and supervisors deployed across the district.

The National Statistical Office of the Government of Nepal is conducting the Second National Economic Census-2082 with the main slogan "Economic Census for Measuring the Economy". Field data collection is ongoing across the country from Baisakh 30 to Ashar 7, 2083.

District Economic Census Officer Das said that economic census is the process of collecting details of establishments operating within an administrative boundary that produce goods and provide services, to producing and distributing data. Nepal had completed the economic census for the first time in 2075 BS.

According to him, the economic census will help in producing basic economic data related to industry and business, formulating policies, identifying economic potential, measuring the size of the economy, determining the contribution of various sectors to the gross domestic product, and promoting employment and investment.

Das clarified that the details provided by the businessmen will remain completely confidential as per the Statistics Act-2079. According to him, the collected details will be used collectively only for statistical purposes, and individual details will not be made public.

Currently, a team of enumerators and supervisors are reaching the economic units in all municipalities of Bara district and collecting details. The office has stated that there has been significant progress, especially in Kalaiya Sub-metropolitan City, Jitpursimara Sub-metropolitan City, Nijgadh Municipality and Mahagadhimai Municipality. However, data collection is still ongoing in busy commercial and industrial areas.

The economic census covers formal and informal economic activities including agriculture, forestry and fisheries, industry, construction, trade, transportation, hotel and food services, information and communication, financial services, education, health, entertainment, and others.

The enumerators and supervisors are also facing some challenges. Das said that the main challenges are the absence of some businessmen in their offices or shops, the hesitation of some to provide details, the lack of phone contact, and the difficulty in managing time in busy market areas.

However, he said that most businessmen have taken the census positively. A businessman from Kalaiya Sub-metropolitan City said, "This is the first time that business details are being collected in such a systematic manner. I expect the government to make plans based on accurate data."

Similarly, an industrialist from Jitpursimara Sub-metropolitan City said that the real situation of the industrial sector should be brought to the attention of the government, expressing confidence that this would help increase investment and employment in the future.

According to Das, supervisors are monitoring the work of enumerators, checking the quality of data, and evaluating daily progress. In some cases, they are even participating in on-site inspections to verify the details.

The office stated that although there were delays in data uploads due to internet and technical issues in some places, the work has been expedited by resolving the issues through regular coordination.

The National Statistical Office, Thapathali, Kathmandu, is coordinating the census through 84 District Economic Census Offices established in 77 districts across the country. The office has been providing technical support, guidance and facilitation to enumerators and supervisors.

Das said that since Bara is one of the important industrial and commercial centers of Nepal, the data obtained from here will also be important for the national economy. He said that the economic activity of the district is very active due to the Pathlaiya Industrial Area, Simara Corridor and border trade activities.

The District Administration Office, the Chamber of Commerce and Industry and all 16 local levels of the district are providing necessary assistance in the census, the office said. Various local levels have also issued a public appeal through social media, saying, "Let's participate in the National Economic Census-2082."

Das urged all citizens to provide accurate details when the enumerators reach the business premises as the National Economic Census is a campaign linked to the economic future of the country.

According to him, the work of collecting the remaining 19 percent of data is also progressing rapidly. If all conditions remain favorable, it is expected that the entire field data collection will be completed within the specified period, i.e., 2083 Ashar 7.
