काठमाडौं महानगरका एक हजारभन्दा बढी सहकारी सम्पर्कबाहिर

काठमाडौ । काठमाडौँ महानगरपालिकाभित्र सञ्चालनमा रहेका एक हजार १८६ वटा संस्था सम्पर्कबाहिर रहेको बताइएको छ । महानगर सहकारी विभागका अनुसार दर्ता भएकामध्ये ७२६ वटा सहकारी संस्थाले मात्रै सम्पर्कमा रही नियमित रूपमा वार्षिक प्रतिवेदन पेस गर्ने गरेका छन् ।
विभागका प्रमुख ध्रुवकुमार काफ्लेले यसरी सम्पर्कमा नरहेका सहकारीलाई कानुनअनुसार कारबाही गर्ने प्रक्रिया अघि बढाइएको जानकारी दिनुभयो । नियमनका लागि वडा महिला सञ्जाललाई विभागबाट जिम्मेवारी दिइएको बताए ।
“महिला सञ्जाललाई पत्र पठाएर सहकारीका सिद्धान्त, व्यवसाय प्रवर्द्धन तथा सुशासन कायम राख्न सहयोग तथा समन्वयको भूमिका निर्वाहका लागि जिम्मेवारी दिएको छ । सामूहिक हित, समन्वय तथा मेलमिलापमार्फत समस्या समाधान गर्ने उद्देश्यले सञ्जाललाई सहकारीसम्बन्धी कार्य विवरण थप गरिएको हो”, विभाग प्रमुख काफ्लेले भने ।
मेलमिलाप तथा छलफलका लागि वडा महिला सजालका संयोजक र सदस्य, सहकारी संस्थाका तर्फबाट सहकारी संस्थाका प्रतिनिधि, ऋणीका हकमा स्वयं ऋणी तथा बचतकर्ताका हकमा स्वयं बचतकर्ता सहभागी हुनेछन् ।
समस्या समाधानका लागि महानगरको क्षेत्राधिकार तथा सम्बन्धित वडामा पर्ने सहकारी संस्थासम्बन्धी बचतकर्ताको बचत रकम फिर्ता गर्न एकल वा संयुक्त निवेदन लिनेछ । सहकारी संस्था वा ऋणीलाई अनलाइन वा पत्राचारमार्फत सम्पर्कमा ल्याइने छ ।
मेलमिलापका लागि संस्थाको नाम, ठेगाना, दाबी गरिएको रकमसम्बन्धी विवरण, सम्पर्क नम्बर, तमसुकसहितको अभिलेख लिनेछ । यसले छलफल र मेलमिलापसँगै ऋण नतिर्ने ऋणीबाट ऋण उठाउन सहजीकरण गर्ने विश्वास गरिएको छ ।
वडाबाट सूचना गएपछि पनि ऋणीहरूले ऋण तिर्न कुनै चासो नदेखाएमा वा सम्पर्कमा नआएमा त्यस्ता ऋणीहरूको सार्वजनिक आधारभूत सेवामा प्रतिबन्ध लगाउने विषयमा पनि वडाध्यक्ष र विभागलाई सुझाव दिइने जनाइएको छ ।
सहकारी विभागलाई वडाभित्रका सहकारी संस्थाको वित्तीय अवस्था, बचत फिर्ता, ऋण असुली तथा सदस्य हितसम्बन्धी समस्याको जानकारी गराउने, सहकारी संस्थामा सुशासन, पारदर्शिता तथा उत्तरदायित्व कायम गराउन र सहकारीसम्बन्धी समस्या समाधानका लागि निकायगत समन्वय गर्ने जिम्मेवारी रहेको छ ।

Department Chief Dhruv Kumar Kafle informed that the process of taking legal action against cooperatives that are not in touch in this way has been initiated. He said that the department has given the responsibility to the ward women's network for regulation.
"A letter has been sent to the women's network, giving it the responsibility to play a role of cooperation and coordination in maintaining the principles of cooperatives, business promotion and good governance. The network has been given additional work details related to cooperatives with the aim of solving problems through collective interest, coordination and reconciliation," said Department Chief Kafle.
The coordinator and members of the ward women's association, representatives of the cooperatives on behalf of the cooperatives, the borrowers themselves in the case of borrowers, and the savers themselves in the case of savers will participate in the reconciliation and discussion.
To resolve the problem, a single or joint application will be taken to return the savings of savers related to cooperative organizations under the jurisdiction of the metropolis and the concerned ward. The cooperative organization or borrower will be contacted online or through correspondence.
For reconciliation, records including the name of the organization, address, details of the claimed amount, contact number, and receipt will be taken. It is believed that this will facilitate the collection of loans from defaulting borrowers along with discussion and reconciliation.
It is also stated that if the debtors show no interest in repaying the loan or do not come into contact even after the information is sent from the ward, suggestions will be made to the ward chairperson and the department regarding the restriction of public basic services to such debtors.
The Cooperatives Department is responsible for informing the financial status of cooperative organizations within the ward, saving returns, loan recovery, and problems related to member interests, maintaining good governance, transparency, and accountability in cooperative organizations, and coordinating across agencies to resolve cooperative-related problems.
