‘पुँजीगत खर्च बढाउँदा अर्थतन्त्र चलायमान हुन्छ’

काठमाडौं । नेपाल उद्योग वाणिज्य महासङ्घका अध्यक्ष अञ्जन श्रेष्ठले पुँजीगत खर्च बढाउने सरकारको सकारात्मक पहलका रूपमा रहेको भन्दै यसले निजी क्षेत्र चलायमान हुने विश्वास व्यक्त गरेका छन्।

नेपाल जग्गा तथा आवास विकास सङ्घद्वारा आज यहाँ आयोजित १९औँ वार्षिक साधारणसभामा उहाँले आगामी आर्थिक वर्षको बजेटमा थोरै भए पनि पुँजीगत खर्च बढ्दा अर्थतन्त्र चलायमान हुने बताए ।

अध्यक्ष श्रेष्ठले बजेटले पूर्वाधार क्षेत्रको खर्च बढाउनु, आयकर घटाउनु, प्रविधिलाई जोड दिनु सकारात्मक पक्ष भएको प्रतिक्रिया दिए । उनले रोजगारीका लागि विदेश जानुपर्ने र उपभोग्य वस्तु ७० प्रतिशत विदेशबाट आयत गर्नुपर्ने अवस्थाको अन्त्य गर्नुपर्नेमा जोड दिए । उनले बजेटले विदेशी नागरिकलाई लिजमा घर किन्न पाउने व्यवस्था गर्नु, व्यवस्थित सहरको कल्पना गर्नु यस क्षेत्रका व्यवसायीका लागि खुसीको विषय भएको उल्लेख गरे ।

घरजग्गा व्यवसायको समस्यालाई समाधान गर्न महासङ्घ सदैव सकारात्मक भएर लाग्ने अध्यक्ष श्रेष्ठको भनाइ छ । उनले हदबन्दीको समस्या समाधानका लागि महासङ्घले सम्बन्धित निकायको ध्यानाकर्षण गरिसकिएको जानकारी दिए ।

नेपाल जग्गा तथा आवास विकास महासङ्घका अध्यक्ष विष्णुप्रसाद घिमिरेले बजेटले एकीकृत सहरी पूर्वाधारको कल्पना गरेको भन्दै त्यसलाई महासङ्घले सकारात्मक रूपमा लिएको बताए । जग्गा हदबन्दी र कित्ताकाटलाई सरकारले अध्यादेशमार्फत अगाडि बढाउने उनले विश्वास व्यक्त गरे ।

नेपाल उद्योग परिसङ्घका अध्यक्ष वीरेन्द्रराज पाण्डेले मुलुकको समग्र अर्थतन्त्र सकारात्मक भएपनि लगानीको वातावरण नबन्दा समस्या परेको बताउनुभयो । अर्थतन्त्र चलायमान बनाउनका लागि घरजग्गा व्यवसाय चलायमान हुनुपर्र्ने उनको भनाइ छ । अर्थतन्त्र चलायमान बनाउन यस क्षेत्रमा देखिएका समस्या समाधानमा सरकार लाग्नुपर्नेमा उनले जोड दिए ।

नेपाल चेम्बर अफ कमर्शका वरिष्ठ उपाध्यक्ष दीपक मल्होत्राले लामो समयको अन्योलपछि स्थायी सरकार बनेको भन्दै यो सरकारसँग निजी क्षेत्र आशावादी रहेका बताए । घरजग्गा व्यवसायलाई माथि उकास्न सकेमात्र अन्य व्यवसाय अगाडि बढ्ने उनको भनाइ छ । नयाँ सरकारले भौतिक पूर्वाधारको क्षेत्रमा करिब रु चार खर्ब बजेट विनियोजन गर्नु निजी क्षेत्रका लागि खुसीको विषय भएको उनले प्रतिक्रिया दिए ।

नेपाल जग्गा तथा आवास विकास महासङ्घका संस्थापक अध्यक्ष मीनमान श्रेष्ठले विदेशी नागरिकले ‘अपार्टमेन्ट’ लिजमा किन्न पाउने सरकारको निर्णय सकारात्मक भएको बताए मुलुकको अर्थतन्त्र चलायमान बनाउने घरजग्गा व्यवसाय शिथिल बन्दै गएका आगामी आवको बजेटले सकारात्मक मार्ग देखाएको उनले प्रतिक्रिया दिए ।

सङ्घका अध्यक्ष इन्जिनियर दीपक कुँवरले जग्गा हदबन्दीका कारण घरजग्गा व्यवसाय सङ्कटमा परेको बताए। उनले विस २०७६ सालदेखि लागू भएको जग्गा हदबन्दीसम्बन्धी व्यवस्थाले व्यवसायीलाई ठूलो मर्कामा परेको भन्दै यो समस्या सथाशीघ्र समाधान हुनेमा विश्वास व्यक्त गरे ।

Kathmandu. Anjan Shrestha, President of the Federation of Nepalese Chambers of Commerce and Industry, has expressed confidence that the government's decision to increase capital expenditure is a positive initiative and will help the private sector thrive.

Speaking at the 19th annual general meeting organized by the Nepal Land and Housing Development Association here today, he said that the economy would be buoyed by a small increase in capital expenditure in the budget for the coming fiscal year.

Chairman Shrestha said that the budget's positive aspects include increasing spending on infrastructure, reducing income tax, and emphasizing technology. He stressed the need to end the need to go abroad for employment and to import 70 percent of consumer goods from abroad. He mentioned that the budget's provision for foreign citizens to buy houses on lease and the idea of a well-organized city are a matter of joy for businessmen in this sector.

Chairman Shrestha said that the Federation will always be positive in resolving the problems of the real estate business. He informed that the Federation has drawn the attention of the concerned bodies to resolve the problem of the limit.

Nepal Land and Housing Development Federation President Bishnu Prasad Ghimire said that the budget envisions integrated urban infrastructure and the federation has taken it positively. He expressed confidence that the government will move forward with land delimitation and allotment through an ordinance.

Birendra Raj Pandey, President of the Confederation of Nepalese Industries, said that although the country's overall economy is positive, there is a problem due to the lack of an investment environment. He said that the real estate business must be dynamic to make the economy dynamic. He stressed that the government should work to solve the problems seen in this sector to make the economy dynamic.

Senior Vice President of Nepal Chamber of Commerce Deepak Malhotra said that a stable government has been formed after a long period of uncertainty and that the private sector is optimistic about this government. He said that only if the real estate business can be promoted, other businesses will move forward. He said that the new government's allocation of a budget of about Rs 400 billion for the physical infrastructure sector is a matter of happiness for the private sector.

Minman Shrestha, founding president of the Nepal Land and Housing Development Federation, said that the government's decision to allow foreign citizens to buy apartments on lease was positive. He responded that the budget for the upcoming fiscal year has shown a positive path as the real estate business, which is vital to the country's economy, is becoming sluggish.

Association President Engineer Deepak Kunwar said that the real estate business is in crisis due to land restrictions. He said that the land restrictions implemented since 2076 BS have caused great hardship to businessmen and expressed confidence that this problem will be resolved soon.
