उत्पादनमूलक उद्योगमा हदबन्दी नलाग्ने विषय बजेटले सम्बोधन नगरेको गुनासो

काठमाडौँ । नेपाल उद्योग परिसंघका अध्यक्ष वीरेन्द्रराज पाण्डेले उत्पादनमूलक उद्योगमा हदबन्दी नलाग्ने विषय बजेटले सम्बोधन नगरेको गुनासो गरेका छन् । सोमबार नाफिजले आयोजना गरेको बजेटपछिको अन्तरक्रियामा उनले यस्तो बताएका हुन् ।
अर्थमन्त्रीले भने, ‘निजी क्षेत्रबाट लामो समयदेखी माग हुँदै आएको उत्पादनमुलक उद्योगमा हदबन्दी नलाग्ने माग गरेको थियो। यो विषय संबोधन हुन सकेको छैन।’
अध्यक्ष पाण्डेले पछिल्ला वर्षमा नेपालको उपभोग्य वस्तुको माग घटेको समयमा अर्थतन्त्र चलायमान हुनेगरी बजेट आएको बताए।
‘निजी क्षेत्रको मनोबल बढाउने, अर्थतन्त्रलाई चलायमान बनाउनेगरी आएको छ,’ उनले भने, ‘अहिले बजारमा माग बढ्न नसकेकोमा बजेटका कार्यक्रमले यसलाई संबोधन गर्ने देखिन्छ।’
सरकराले २६० वस्तुमा हटाएको अन्तशुल्कले कष्ट अफ बिजनेश घटाउने बताए। उद्योग परिसंघले माग गर्दै आएको आयकर ऐनको दफा ५७ संसोधन स्वागतयोग्य भएको बताए।
‘कर विवाद समाधान, लगानी सम्बन्धी दजानौं कानुन संसोधनले निजी क्षेत्रलाई प्रोत्साहन गर्ने छ,’ उनी भन्छन्, ‘मोतिपुर र मयुरधाप जस्ता औद्योगिक क्षेत्र निर्माण निजी क्षेत्रलाई दिने विषय आएको छ। हामीले मागेकै विषय हुन्छ।’
सरकारले बजेट मार्फत वन, खानी र प्राकृतिमा आधारित उद्योग बढाउने नीतिले उत्पादन मुलक उद्योग बढाउन सहयोग पुग्ने विश्वास गरेका छन्।
बजेटले निजी क्षेत्रका धेरै विषय संबोधन गरेपनि केही माग सम्बोधन नभएको बताए। उनले भारत लगायतका देशबाट आयातित वस्तुमा गुणस्तर मापदण्ड लागुगर्ने माग गरेपनि बजेटमा उल्लेख नभएको बताए।
डेटा माइनिङ लगायत प्राविधि उद्योगको विषयमा अझै स्पष्ट नभएको बताए।
परिसंघले कृषि क्षेत्रको विकासकालागि कोल्ड स्टोरेज, बजारीकरणको लागि चेन निमार्ण सम्बन्धी थप कार्यक्रम अपेक्षा गरेको बताए।
Kathmandu. Birendra Raj Pandey, President of the Confederation of Nepalese Industries, has complained that the budget has not addressed the issue of non-implementation of restrictions in manufacturing industries. He said this in a post-budget interaction organized by Nafiz on Monday.
The Finance Minister said, "The private sector has been demanding for a long time that there should be no restrictions on manufacturing industries. This issue has not been addressed."
Chairman Pandey said that the budget has been introduced to keep the economy moving at a time when demand for consumer goods in Nepal has decreased in recent years.
"It has come to boost the morale of the private sector and make the economy dynamic," he said. "Since demand in the market is not increasing at the moment, it seems that the budget programs will address this."
The government said that the excise duty removed on 260 items will reduce the burden of doing business. The Confederation of Nepalese Industries said that the amendment to Section 57 of the Income Tax Act, which has been demanding, is welcome.
"Dozens of legal amendments related to tax dispute resolution and investment will encourage the private sector," he says. "There is a question of giving the construction of industrial zones like Motipur and Mayurdhap to the private sector. This is exactly what we have asked for."
The government believes that the policy of increasing forestry, mining, and nature-based industries through the budget will help increase manufacturing-based industries.
He said that although the budget addressed many issues of the private sector, some demands were not addressed. He said that although there was a demand for implementing quality standards on imported goods from countries including India, it was not mentioned in the budget.
He said that the technology industry, including data mining, is still unclear.
The federation said it expects additional programs related to cold storage and chain building for marketing for the development of the agricultural sector.
