सभामुखको टिप्पणी-संघीयतापछि पनि सिंहदरबारको अधिकार सिंहदरबारबाट बाहिर जानै सकेन

काठमाडौं । सभामुख डीपी अर्यालले कानुन निर्माण गर्दा तीन तहका सरकारबिच समन्वय एवं सहकार्य हुनुपर्नेमा जोड दिएका छन्।

अन्तर व्यवस्थापिका मञ्चले कैलालीको टीकापुरमा आयोजना गरेको अन्तर व्यवस्थापिका सम्मेलनलाई सम्बोधन गर्दै संघीयता कार्यान्वयनमा संघीय संसद् र प्रदेशसभाबिच प्रभावकारी रूपमा समन्वय, सहयोग र सहकार्य हुनुपर्ने बताए।

उनले भने, तीन तहका सरकारबिचको समन्वय र सहकार्यमा नबाझिने गरी कानुन निर्माण हुनुपर्छ। तीनवटै तहका सरकारले बनाउने कानुन नबाझिने गरी काम गर्न म प्रतिबद्ध छु। सबैसँग समन्वय, सहकार्य गरेर कानुन निर्माणलाई अगाडि बढाउनेछु। आपसी समन्वय र सहकार्यले मात्र जनताका अपेक्षालाई बुझेर काम गर्ने वातावरण बन्नेछ।’

कानुन निर्माण हुँदा लक्षित वर्गलाई केन्द्रमा राख्नुपर्ने बताए। कानुनको कार्यान्वयन गर्नुपर्ने वर्गले कानुन निर्माण भएपछि मात्रै थाहा पाउँदा कार्यान्वयनमा चुनौती देखिँदै गएका बताए। उनले लक्षित समूहसँग समन्वय र सहकार्य गरेर मात्रै कानुन निर्माण गरिनुपर्ने बताए।

सङ्घीयताले सिंहदरबारको अधिकार गाउँ गाउँमा पुर्‍याउने भनिए भए पनि त्यो अधिकार अझै सिंहदरबार बाहिर जान नसकेको बताए।

Kathmandu. Speaker DP Aryal has emphasized the need for coordination and collaboration between the three levels of government while formulating laws.

Addressing the Inter-Legislative Conference organized by the Inter-Legislative Forum in Tikapur, Kailali, he said that there should be effective coordination, cooperation and collaboration between the Federal Parliament and the Provincial Assemblies in the implementation of federalism.

He said, "Laws should be formulated in a way that does not conflict with the coordination and cooperation between the three levels of government. I am committed to working in a way that does not conflict with the laws formulated by all three levels of government. I will move forward with lawmaking by coordinating and collaborating with everyone. Only through mutual coordination and collaboration will an environment be created where people's expectations are understood and worked upon."

He said that the target group should be kept at the center when making laws. He said that the group that has to implement the law only comes to know about it after the law is made, which is causing challenges in implementation. He said that laws should be made only in coordination and collaboration with the target group.

He said that although federalism is said to extend the authority of Singha Durbar to the villages, that authority has not yet been extended beyond Singha Durbar.
