प्रलोपामा विवाद- सन्तोष परियारसँग बाबुराम पक्ष किन बिच्कियो ?

काठमाडौं । प्रगतिशील लोकतान्त्रिक पार्टी (प्रलोपा) भित्रको आन्तरिक विवाद थप चर्किएको छ। पार्टी अध्यक्ष सन्तोष परियार नेतृत्वको सचिवालय बैठकले पूर्वप्रधानमन्त्री तथा पार्टीका संरक्षक डा. बाबुराम भट्टराईबारे गरेको निर्णयले थप विवाद निम्त्याएको हो।

सचिवालय बैठकले डा. भट्टराईले पार्टी नेतृत्वप्रति अराजक र स्तरहीन टिप्पणी गरेको निष्कर्ष निकाल्दै उक्त अभिव्यक्तिप्रति खेद व्यक्त गरेको थियो।

अध्यक्ष परियारले सार्वजनिक गरेको निर्णयमा भनिएको छ, ‘पूर्वप्रधानमन्त्री डा बाबुराम भट्टराईले आफू सांगठानिक कार्यहरूमा सहभागी नहुने स्वेच्छिक जानकारी गराएपश्चात् पार्टीले ससम्मान आगामी यात्रा सफलताको शुभकामना दिँइ बिदाइ गरेको थियो। तर आफू संलग्न नरहेको पार्टीको नेतृत्वमाथि अराजक एवं स्तरहित टिप्पणीप्रति हाम्रो पार्टी दुखका साथ उहाँको उक्त टिप्पणीप्रति खेद प्रस्ताव पारित गर्दछ।’

बैठकले उक्त टिप्पणीलाई खारेज गर्ने निर्णय लिएको छ। तर, यो निर्णयपछि बाबुराम पक्ष थप चिढिएका छन्।

प्रलोपाले यसअघि डा. भट्टराईले आफू साङ्गठनिक गतिविधिमा सहभागी नहुने जानकारी दिएपछि पार्टीले उनलाई औपचारिक रूपमा बिदाइ गरेको थियो। तर भट्टराई पक्षले संरक्षक पदबाट बिदाइ हुन नसक्ने तर्क गर्दै आएको छ।

सो निर्णयप्रति असन्तुष्टि जनाउँदै बाबुराम निकट नेता कृष्ण शर्माले प्रलोपाको लेटरप्याडमा सन्तोष परियारको नामबाट जारी गरिएको वक्तव्यले आफूहरूलाई आश्चर्यचकित बनाएको टिप्पणी गरे।

पार्टीका कतिपय पदाधिकारी, विभागीय प्रमुख, आयोग प्रमुख तथा अन्य जिम्मेवार व्यक्तिहरूलाई समेत जानकारी नदिई सीमित व्यक्तिहरूको सहभागितामा सम्पन्न गरिएको भनिएको बैठकको हवाला दिँदै जारी गरिएको उक्त वक्तव्य तथ्यगत रूपमा सङ्गठनात्मक तथा राजनीतिक दृष्टिले औचित्यहीन रहेको उनको भनाइ छ।

उनले भने, ‘उक्त वक्तव्यलाई पार्टीको सर्वस्वीकृत विचार, धारणा वा आधिकारिक लाइनका रूपमा किमार्थ ग्रहण गर्न सकिँदैन। विशेषतः पार्टीका संरक्षक डा. बाबुराम भट्टराईप्रति लक्षित टिप्पणी, दोषारोपण तथा असम्मानजनक शब्दहरू निराधार, राजनीतिक रूपमा अपरिपक्व, निकृष्ट र गैरजिम्मेवार अभिव्यक्तिका रूपमा देखिएका छन्।’

पार्टीभित्र वैचारिक मतभिन्नता स्वाभाविक रूपमा हुन सक्ने उनको भनाइ छ। उनले थपे, ‘उक्त वक्तव्यले पार्टीभित्र पछिल्लो समय हावी हुन खोजिरहेको सीमित स्वार्थ समूहको सङ्कीर्ण सोच, वैचारिक अस्पष्टता तथा अवसरवादी प्रवृत्तिलाई मात्र उजागर गरेको छ। यसले पार्टीको आधिकारिक दृष्टिकोणभन्दा पनि निश्चित स्वार्थ समूहको पूर्वाग्रह, सत्ता र शक्ति–केन्द्रित राजनीतिक मनोवृत्तिलाई प्रतिनिधित्व गरेको अनुभूति हुन्छ।’

पार्टीको मूल मर्म, उद्देश्य र दिशालाई विकृत गर्ने कुनै पनि गतिविधि आम पार्टीपंक्तिका लागि स्वीकार्य हुन हुन नसक्ने उनले बताए। उनले उक्त वक्तव्यमा व्यक्त विचार, निष्कर्ष तथा आरोपहरूप्रति आफ्नो स्पष्ट असहमति रहेको बताए।

उनी मात्रै होइन, डा. भट्टराई निकट नेता रोशन पोखरेलले पनि अध्यक्ष परियारमाथि प्रश्न उठाएका छन्। पोखरेलले अध्यक्ष परियारले गत अप्रिल १२ मा सामाजिक सञ्जालमार्फत आफूले पार्टी छाडेको घोषणा गरिसकेको दाबी गर्दै पार्टीको नाममा अहिले वक्तव्य जारी गर्नु अनैतिक भएको बताएका छन्। तर परियारले आफूले पार्टी नछाडेको जिकिर गर्दै आइरहेका छन्।

डा. भट्टराईले पुस्तान्तरणको पक्षमा रहेको स्पष्ट गर्दै कार्यकारी तथा साङ्गठनिक भूमिकाबाट अलग रहने निर्णय यसअघि नै गरिसकेको अवस्थामा उनीप्रति गरिएको टिप्पणी उदेकलाग्दो र हास्यास्पद रहेको टिप्पणी गरे।

उनले भने, ‘उच्च नेतृत्व तथा बौद्धिक व्यक्तित्वको आलोचना गरेर चर्चामा आउन खोजेको मनसाय बुझिन्छ अन्यथा यस्ता हास्यास्पद टिप्पणी बन्द गरिनुपर्छ।’

बैठकले अरू केको गर्‍यो निर्णय ?

बैठकले पार्टीको एकता महाधिवेशन आगामी असोज ११ देखि १३ गतेसम्म काठमाडौंमा गर्ने निर्णय गरेको छ। महाधिवेशनबारे थप निर्णय लिनको लागि महाधिवेशन आयोजक कमिटीको बैठकले साउन तेस्रो साता बस्ने तय गरेको छ।

विभिन्न शक्ति र समूहमा रहेका वामपन्थी, प्रगतिशील समाजवादीहरूसँगको एकता र ध्रुवीकरणलाई पहलकदमी लिन परियारको नेतृत्वमा संवाद समिति समेत गठन गरेको छ। समितिमा जनार्दन शर्मा, राम कार्की, डा जनक शाह, कृष्ण केसी र जटिल कार्की रहेका छन्।

यस्तै बैठकले सदनमा प्रधानमन्त्री बालेन शाहले दिएको अभिव्यक्तिको विरोध जनाउँदै खेद प्रस्ताव पनि गरेको छ।

Kathmandu. The internal dispute within the Progressive Democratic Party (PRALOP) has further escalated. The decision taken by the secretariat meeting led by party chairman Santosh Pariyar regarding former Prime Minister and party patron Dr. Baburam Bhattarai has led to further controversy.

The secretariat meeting concluded that Dr. Bhattarai had made anarchic and low-level comments towards the party leadership and expressed regret for the remarks.

The decision made public by Chairman Pariyar states, 'After former Prime Minister Dr. Baburam Bhattarai voluntarily informed that he would not participate in organizational activities, the party respectfully bid farewell, wishing him success in his upcoming journey. However, our party regretfully passes a resolution of regret regarding his comments regarding the chaotic and unethical comments made against the leadership of the party, which he is not involved in.'

The meeting has decided to dismiss the comment. However, Baburam's side has become even more irritated after this decision.

Pralopa had earlier formally dismissed Dr. Bhattarai after he informed that he would not participate in organizational activities. However, Bhattarai's side has been arguing that he cannot be dismissed from the patronage post.

Expressing dissatisfaction with the decision, Krishna Sharma, a leader close to Baburam, commented that they were surprised by the statement issued in the name of Santosh Pariyar on Pralopa's letterhead.

He said that the statement issued citing a meeting that was held with the participation of a limited number of people without informing some party office bearers, department heads, commission heads and other responsible persons is factually, organizationally and politically unjustified.

He said, "The said statement cannot be taken at face value as the party's universally accepted views, opinions or official line. In particular, the targeted comments, accusations and disrespectful words towards the party's patron, Dr. Baburam Bhattarai, are seen as baseless, politically immature, inferior and irresponsible expressions."

He said that ideological differences within the party are natural. He added, "The statement only exposes the narrow-mindedness, ideological ambiguity, and opportunistic tendencies of a limited interest group that has been trying to dominate the party in recent times. It feels like it represents the prejudice, power, and power-centered political attitudes of a certain interest group rather than the official viewpoint of the party."

He said that any activity that distorts the party's core essence, objectives and direction cannot be acceptable to the general party line. He expressed his clear disagreement with the views, conclusions and allegations expressed in the statement.

Not only him, but Roshan Pokharel, a leader close to Dr. Bhattarai, has also raised questions about Chairman Pariyar. Pokharel has claimed that Chairman Pariyar had already announced his departure from the party on social media on April 12 and said that it is unethical to issue a statement in the name of the party now. However, Pariyar has been insisting that he has not left the party.

Dr. Bhattarai, clarifying that he is in favor of generational change, commented that the comments made against him were surprising and ridiculous, considering that he had already decided to step aside from executive and organizational roles.

He said, "The intention of trying to gain attention by criticizing high-ranking leaders and intellectuals is understandable, otherwise such ridiculous comments should be stopped."

What else did the meeting decide?

The meeting has decided to hold the party's unity general convention in Kathmandu from Asoj 2 to 3. The general convention organizing committee has decided to meet in the third week of Shrawan to take further decisions regarding the general convention.

A dialogue committee has also been formed under the leadership of Pariyar to take the initiative in uniting and polarizing the leftist and progressive socialists in various forces and groups. The committee includes Janardan Sharma, Ram Karki, Dr. Janak Shah, Krishna KC and Jatil Karki.

Similarly, the meeting has also passed a motion of regret, protesting the statement made by Prime Minister Balen Shah in the House.
