बूढानीलकण्ठको नीति तथा कार्यक्रम- स्वास्थ्य, पर्यटन र डिजिटल सेवामा जोड (पूर्णपाठ)

काठमाडौं । बूढानीलकण्ठ नगरपालिकाले आर्थिक वर्ष २०८३/०८४ का लागि आफ्नो वार्षिक नीति तथा कार्यक्रम सार्वजनिक गरेको छ ।

‘स्वच्छ, शान्त, समृद्ध, पर्यटकीय नगर बूढानीलकण्ठ’ भन्ने दीर्घकालीन सोचका साथ नगरपालिकाले पूर्वाधार विकास, सामाजिक सुरक्षा र डिजिटल सुशासनलाई प्राथमिकतामा राखेको छ।

नगर सभाको १८औँ अधिवेशनमा प्रस्तुत नीति तथा कार्यक्रमका ‘मेयरसँग ज्येष्ठ नागरिक कार्यक्रम’ मार्फत् ६० वर्षमाथिका नागरिकका लागि घरदैलोमा स्वास्थ्य परीक्षण, निःशुल्क मोतिविन्दु शल्यक्रिया र महिलाका लागि पाठेघर तथा स्तन क्यान्सरको निःशुल्क स्क्रिनिङलाई निरन्तरता दिइएको छ । नगर अस्पताललाई २४सै घण्टा गुणस्तरीय सेवा प्रदान गर्ने अस्पतालको रूपमा विकास गरिने र सामाजिक सुरक्षा कोषमार्फत निःशुल्क उपचारको व्यवस्था मिलाइने उल्लेख छ ।

बूढानीलकण्ठलाई पर्यटकीय हब बनाउन नगरपालिकाले ‘एक वडा, एक पर्यटकीय गन्तव्य’ को अवधारणा अघि सारेको छ । शिवपुरी राष्ट्रिय निकुञ्जसँगको सहकार्यमा साहसिक पर्यटन (रक क्लाइम्बिङ, जिप फ्लाइङ, साइक्लिङ) प्रवर्द्धन गरिने बताइएको छ । साथै, स्थानीय सांस्कृतिक सम्पदा र होमस्टेलाई प्रोत्साहन गर्दै नगरलाई खेलकुद नगरीको रूपमा विकास गर्ने लक्ष्य राखिएको छ।

सेवा प्रवाहलाई सरल र पारदर्शी बनाउन प्रविधिको उच्च प्रयोग गर्ने भएको छ । घरबाटै नक्सा पास गर्न सकिने ‘EBPS’ प्रणालीलाई सुदृढ गरिने र सार्वजनिक स्थानहरूमा ‘स्मार्ट लाइटिङ’ तथा सीसीटीभी जडान गरिने नीति लिइएको छ । ‘डिजिटल डिमाण्ड, डिजिटल्ली सर्भ’ को नारासहित नगरपालिकाका सबै सेवालाई अनलाइन प्रणालीमा आबद्ध गरिने नीति कार्यक्रममा उल्लेख छ ।

नगरपालिकाले ‘असल कृषक कार्यक्रम’ मार्फत उत्कृष्ट किसानलाई पुरस्कृत गर्ने र बाँझो जग्गामा खेती गर्नेलाई प्रोत्साहन गर्ने नीति लिएको छ । ‘कौशी खेती’ र प्राङ्गारिक खेतीलाई प्राथमिकता दिँदै स्थानीय उत्पादनलाई बजार पहुँच दिलाउन उत्पादन नगरपालिकाकै प्रयोग गर्ने नीति लिइएको छ। युवाहरूका लागि स्टार्टअप फण्ड र उद्यमशीलता तालिममार्फत स्वरोजगारी सिर्जना गरिने पनि नीति कार्यक्रममा छ ।

सामुदायिक विद्यालयको गुणस्तर सुधार्न ‘रमाइलो शुक्रबार’ अन्तर्गत सीपमूलक शिक्षा र प्रविधिमैत्री शिक्षामा जोड दिइएको छ । अटिजम भएका बालबालिकाहरूका लागि विशेष शिक्षाको व्यवस्था र ज्येष्ठ नागरिक, अपाङ्गता भएका व्यक्ति तथा महिलाहरूको सशक्तीकरणका लागि लक्षित कार्यक्रमहरू ल्याइएको छ।

दिगो पूर्वाधार विकासका लागि ‘ड्रोन सर्भे’ र ‘जियो-ट्यागिङ’ मार्फत आयोजनाहरूको अनुगमन गरिनेछ । वेस्ट टु इनर्जी प्रोजेक्टमार्फत फोहोर व्यवस्थापन गर्ने र २०९० सम्ममा बूढानीलकण्ठलाई कार्बन न्युट्रल सिटी बनाउने महत्त्वाकांक्षी लक्ष्य पनि लिइएको छ ।

नगरपालिकाले राजस्वको दायरा विस्तार गर्न डिजिटल भुक्तानी प्रणालीलाई अनिवार्य गर्ने र करदाताको सहजताका लागि घरदैलो अभियान सञ्चालन गर्ने जनाएको छ। समग्रमा, यस वर्षको नीति तथा कार्यक्रमले भौतिक पूर्वाधारसँगै नागरिकको जीवनस्तर सुधार र प्रविधिमैत्री सेवामा केन्द्रित रहेको प्रमुख प्रशासकीय अधिकृत अजय बर्तौलाले बताए ।

नीति तथा कार्यक्रमको पूर्णपाठ

Kathmandu. Budhanilkantha Municipality has made public its annual policy and program for the fiscal year 2083/084.

With the long-term vision of 'Budhanilakantha as a clean, peaceful, prosperous, and touristic city', the municipality has prioritized infrastructure development, social security, and digital good governance.

Through the 'Mayor with Senior Citizens Program' of the policy and program presented at the 18th session of the Municipal Assembly, door-to-door health check-ups, free cataract surgery, and free screening of cervical and breast cancer for women have been continued for citizens above 60 years of age. It is mentioned that the Municipal Hospital will be developed as a hospital providing quality services 24 hours a day and free treatment will be arranged through the Social Security Fund.

To make Budhanilkantha a tourist hub, the municipality has put forward the concept of 'One Ward, One Tourist Destination'. It is said that adventure tourism (rock climbing, zip flying, cycling) will be promoted in collaboration with Shivpuri National Park. In addition, the goal is to develop the city as a sports city by encouraging local cultural heritage and homestays.

Technology will be used extensively to make service delivery simple and transparent. The 'EBPS' system, which allows for map verification from home, will be strengthened and 'smart lighting' and CCTV will be installed in public places. The policy program states that all municipal services will be linked to the online system with the slogan 'Digital Demand, Digitally Serve'.

The municipality has adopted a policy of rewarding excellent farmers and encouraging those who cultivate barren land through the 'Good Farmers Program'. The policy has been adopted to use the municipality's production to provide market access to local products, giving priority to 'Kaushi Kheti' and organic farming. The policy program also includes creating self-employment through startup funds and entrepreneurship training for the youth.

To improve the quality of community schools, emphasis has been placed on skill-based education and technology-friendly education under 'Fun Friday'. Special education arrangements have been made for children with autism and targeted programs have been introduced for the empowerment of senior citizens, people with disabilities, and women.

Projects will be monitored through drone surveys and geo-tagging for sustainable infrastructure development. An ambitious goal has also been set to manage waste through the Waste to Energy Project and make Budhanilkantha a carbon neutral city by 2090.

The municipality has announced that it will make digital payment systems mandatory to expand the scope of revenue and conduct door-to-door campaigns for the convenience of taxpayers. Overall, this year's policy and program focuses on improving the living standards of citizens and technology-friendly services along with physical infrastructure, said Chief Administrative Officer Ajay Bartaula.
