आणविक क्षमता विस्तारमा उत्तर कोरिया, नयाँ युरेनियम केन्द्रको खुलासा

काठमाडौं । उत्तर कोरियाले आफ्नो आणविक हतियार कार्यक्रमलाई अझ तीव्र बनाउने सङ्केतस्वरूप आणविक बमका लागि आवश्यक इन्धन उत्पादन गर्ने नयाँ संयन्त्र सार्वजनिक गरेको छ ।

राज्य सञ्चालित सञ्चारमाध्यमले सार्वजनिक गरेका विवरणअनुसार नेता किम जोङ उनले देशको आणविक शक्तिलाई तीव्र गतिमा विस्तार गर्ने लक्ष्य दोहोर्‍याएका छन्, जसले कोरियाली प्रायद्वीपमा सुरक्षा चिन्तालाई थप बढाएको छ ।

दक्षिण कोरियाली सेनाले सार्वजनिक गरिएको स्थललाई युरेनियम संवर्धन संयन्त्रका रूपमा मूल्याङ्कन गरेको जनाएको छ । दक्षिण कोरियाको संयुक्त सैनिक मुख्यालयले उत्तर कोरियाको आणविक गतिविधिमाथि निगरानी गर्न संयुक्त राज्य अमेरिकासँग नजिकको समन्वय भइरहेको जानकारी दिएको छ, यद्यपि उक्त स्थलसम्बन्धी थप विवरण सार्वजनिक गरिएको छैन ।

उत्तर कोरियाको सरकारी समाचार संस्था केसीएनएका अनुसार नयाँ सुविधामा ‘अझ परिष्कृत प्रविधि’ प्रयोग गरिएको छ । तर संयन्त्रको ठ्याक्कै स्थान, यसको उत्पादन क्षमता वा सञ्चालन सुरु भएको मिति खुलाइएको छैन । राज्य सञ्चारमाध्यमले सार्वजनिक गरेका तस्बिरहरूमा हतियार–स्तरको युरेनियम उत्पादनका लागि प्रयोग हुने सेन्ट्रिफ्युजहरूले भरिएको ठूलो हल देखिन्छ, जसले उत्तर कोरियाको आणविक कार्यक्रम निरन्तर विस्तार भइरहेको सङ्केत दिन्छ ।

नयाँ संयन्त्रको सार्वजनिकसँगै किमले पछिल्ला वर्षहरूदेखि अघि बढाउँदै आएको आणविक हतियार कार्यक्रम विस्तार गर्ने नीतिलाई थप प्रष्ट पारेको मिडियाले लेखेका छन् । उनले अमेरिका नेतृत्वको सुरक्षा चुनौती र सैन्य दबाबलाई उत्तर कोरियाले आफ्नो आणविक क्षमता बढाउनुको मुख्य कारणका रूपमा प्रस्तुत गर्दै आएका छन् ।

केसीएनएका अनुसार किमले बुधबार उक्त आणविक केन्द्रको भ्रमण गरी सञ्चालन अवस्था र दीर्घकालीन उत्पादन योजनाबारे जानकारी लिए ।

समाचार संस्थाले किमको भनाइ उद्धृत गर्दै उत्तर कोरिया ‘सबैभन्दा हिंसक शत्रुहरू’ सँग सामना गरिरहेको उल्लेख गरेको छ । यसलाई व्यापक रूपमा अमेरिका र दक्षिण कोरियातर्फ लक्षित टिप्पणी मानिएको छ । उनले बदलिँदो सुरक्षा वातावरण, विभिन्न खतराहरू र अन्तर्राष्ट्रिय सङ्कटलाई पनि आणविक क्षमता विस्तारको औचित्यका रूपमा प्रस्तुत गरेका छन् ।

केसीएनएले उत्तर कोरियाको हतियार–स्तरको आणविक सामग्री उत्पादन क्षमता पाँच वर्षअघिको तुलनामा दोब्बरभन्दा बढी पुगेको दाबी गरेको छ । यद्यपि उक्त दाबी स्वतन्त्र रूपमा पुष्टि हुन सकेको छैन। त्यसैगरी, किम र अन्य वरिष्ठ अधिकारीहरूले देशको आणविक क्षमता उल्लेखनीय रूपमा बढाउने दीर्घकालीन महत्त्वाकांक्षी योजनालाई प्राथमिकताका साथ कार्यान्वयन गर्ने निर्णय गरेको पनि केसीएनएले जनाएको छ ।

सार्वजनिक गरिएका तस्बिरहरूमा किम चाँदी रङका ट्युब र पाइपहरूले भरिएका सेन्ट्रिफ्युज हलजस्ता संरचनाबीच निरीक्षण गरिरहेको देखिन्छ । अर्को तस्बिरमा उनी वरिष्ठ अधिकारीहरूसँग बैठकमा सहभागी देखिएका छन् । बैठक कक्षमा राखिएको एउटा अस्पष्ट चित्रमा बमको अग्रभागजस्तो देखिने वस्तु देखिएको थियो, तर त्यो आणविक हतियारको नमूना हो वा होइन भन्ने स्पष्ट हुन सकेको छैन ।

उत्तर कोरियाले सेप्टेम्बर २०२४ मा अर्को गोप्य युरेनियम संवर्धन केन्द्र सार्वजनिक गरेको दुई वर्षभन्दा कम अवधिमा यो नयाँ खुलासा गरेको हो । सन् २०१० मा अमेरिकी आणविक विज्ञहरूलाई योङब्योनस्थित प्रमुख आणविक परिसर अवलोकन गराएपछि यस्ता सुविधाहरू सार्वजनिक रूपमा देखाइएको यो क्रम निरन्तर जारी छ ।

उत्तर कोरियाले सन् २०१७ यता कुनै आणविक परीक्षण नगरे पनि पछिल्ला वर्षहरूमा आणविक हतियार बोक्न सक्ने विभिन्न प्रकारका क्षेप्यास्त्रहरूको विकास र परीक्षणलाई तीव्रता दिएको छ । तीमध्ये केही मिसाइलहरू एसियास्थित अमेरिकी सहयोगी राष्ट्रहरू मात्र नभई अमेरिकी मुख्य भूमिसम्म पुग्न सक्ने क्षमताका रहेको दाबी गरिएको छ । साथै किमले आणविक हतियारको मौज्दात बढाउन निरन्तर जोड दिँदै आएका छन् ।

दक्षिण कोरियाका एक वरिष्ठ अधिकारीले सन् २०१८ मा सांसदहरूलाई जानकारी दिँदै उत्तर कोरियासँग २० देखि ६० वटासम्म आणविक हतियार हुन सक्ने अनुमान प्रस्तुत गरेका थिए । तर पछिल्ला वर्षहरूमा केही अन्तर्राष्ट्रिय विज्ञहरूले उत्तर कोरियाको आणविक भण्डार १०० भन्दा बढी हतियारसम्म पुगिसकेको हुन सक्नेँ आकलन गरेका छन् । उत्तर कोरियाले प्रत्येक वर्ष थप छ देखि १८ वटासम्म आणविक हतियार उत्पादन गर्न सक्ने अनुमान पनि सार्वजनिक हुँदै आएको छ ।

विश्लेषकहरूका अनुसार सन् २०१९ मा तत्कालीन अमेरिकी राष्ट्रपति डोनाल्ड ट्रम्प र किमबीचको उच्चस्तरीय आणविक कूटनीति विफल भएपछि उत्तर कोरिया वार्ताभन्दा आफ्नो आणविक क्षमता विस्तार र आधुनिकीकरणमा बढी केन्द्रित भएको छ । त्यसयता अमेरिकाले वार्ता पुनः सुरु गर्ने प्रयास गरे पनि किमले त्यस्ता प्रस्तावहरू अस्वीकार गर्दै आएका छन् ।

Kathmandu: North Korea has unveiled a new facility to produce fuel for nuclear bombs, in a sign that it is accelerating its nuclear weapons program.

Leader Kim Jong Un has reiterated his goal of rapidly expanding the country's nuclear force, according to reports released by state media, further heightening security concerns on the Korean peninsula.

The South Korean military said it had assessed the site as a uranium enrichment facility. South Korea's Joint Chiefs of Staff said it was closely coordinating with the United States to monitor North Korea's nuclear activities, although no further details about the site were released.

North Korea's state news agency KCNA said the new facility uses "more sophisticated technology." It did not disclose the exact location of the facility, its production capacity or the date it began operating. Photos released by state media show a large hall filled with centrifuges used to produce weapons-grade uranium, suggesting North Korea's nuclear program is continuing to expand.

The unveiling of the new mechanism further underscores Kim's policy of expanding his nuclear weapons program, which he has been pursuing for years, according to media reports. He has cited US-led security challenges and military pressure as the main reasons for North Korea's nuclear buildup.

According to KCNA, Kim visited the nuclear facility on Wednesday and learned about its operational status and long-term production plans.

The news agency quoted Kim as saying that North Korea was facing "the most violent enemies." The remarks were widely seen as a direct attack on the United States and South Korea. He also cited the changing security environment, various threats and international crises as justification for expanding nuclear capabilities.

KCNA has claimed that North Korea's weapons-grade nuclear material production capacity has more than doubled from five years ago. The claim, however, has not been independently verified. It also said that Kim and other senior officials had decided to prioritize the implementation of a long-term ambitious plan to significantly increase the country's nuclear capabilities.

In the released photos, Kim is seen inspecting a centrifuge hall-like structure filled with silver tubes and pipes. In another, he is seen participating in a meeting with senior officials. A blurry picture in the meeting room shows what appears to be the front end of a bomb, but it is not clear whether it is a model of a nuclear weapon.

The new revelation comes less than two years after North Korea unveiled another secret uranium enrichment facility in September 2024. The facility has been on public display since US nuclear experts were given a tour of its main nuclear complex in Yongbyon in 2010.

Although North Korea has not conducted a nuclear test since 2017, it has in recent years stepped up the development and testing of various types of missiles capable of carrying nuclear weapons. Some of these missiles are claimed to be capable of reaching not only US allies in Asia but also the US mainland. Kim has also been continuously emphasizing the expansion of his nuclear weapons stockpile.

A senior South Korean official briefed lawmakers in 2018, estimating that North Korea may have between 20 and 60 nuclear weapons. But in recent years, some international experts have estimated that North Korea's nuclear stockpile may have reached more than 100. There have also been public estimates that North Korea could produce an additional six to 18 nuclear weapons each year.

Analysts say that since the collapse of high-level nuclear diplomacy between then-US President Donald Trump and Kim in 2019, North Korea has focused more on expanding and modernizing its nuclear capabilities than on talks. Since then, the US has tried to restart talks, but Kim has rejected such proposals.
