प्रेस काउन्सिल, गोरखापत्र संस्थान र सार्वजनिक सेवा प्रसारणमा नेतृत्वका लागि दरखास्त खुल्यो

काठमाडौँ । सरकारले प्रेस काउन्सिल नेपाल, सार्वजनिक सेवा प्रसारण संस्था (पीएसबी) र गोरखापत्र संस्थानका प्रमुख नेतृत्वदायी पदहरूमा प्रतिस्पर्धात्मक प्रक्रियाबाट योग्य व्यक्तिको छनोट गर्न दरखास्त आह्वान गरेको छ । सूचना तथा सञ्चार मन्त्रालयले बिहीबार जारी गरेको सूचनाअनुसार प्रेस काउन्सिल नेपालको अध्यक्ष, सार्वजनिक सेवा प्रसारण संस्थाको अध्यक्ष र गोरखापत्र संस्थानको महाप्रबन्धक पदका लागि आह्वान गरिएको हो ।

योग्यता पुगेका इच्छुक नेपाली नागरिकले आवेदन दिन सक्नेछन् । आवेदन दिने अन्तिम मिति २०८३ जेठ १८ गते सोमबार (कार्यालय समयभित्र) तोकिएको छ । यी पदहरूमा विगतमा राजनीतिक नियुक्ति भएका व्यक्तिहरूलाई अध्यादेशमार्फत पदमुक्त गरिएपछि नयाँ प्रक्रिया अघि बढाइएको हो ।

प्रेस काउन्सिल ऐन, २०४८ बमोजिम अध्यक्ष पदका लागि सर्वोच्च अदालतका अवकाशप्राप्त न्यायाधीश, वरिष्ठ अधिवक्ता वा पत्रकारिता तथा सञ्चार क्षेत्रमा विशिष्ट योगदान पुर्याएका व्यक्तिहरू योग्य मानिन्छन् । अध्यक्षको पदावधि चार वर्षको हुन्छ । यो पदले नेपालमा पत्रकारिताको मर्यादा, नैतिकता र स्वतन्त्रताको संरक्षणमा महत्वपूर्ण भूमिका खेल्छ ।

सार्वजनिक सेवा प्रसारण ऐन, २०८१ अनुसार स्नातक तह उत्तीर्ण गरी पत्रकारिता, मानविकी, व्यवस्थापन, सूचना प्रविधि वा प्रसारणसम्बन्धी इन्जिनियरिङ क्षेत्रमा कम्तीमा १५ वर्षको अनुभव भएको व्यक्ति संस्थाको अध्यक्ष बन्न योग्य हुन्छन् । यो संस्थाले नेपाल टेलिभिजन र रेडियो नेपाललाई समेट्छ र सार्वजनिक सेवा प्रसारणको नीतिगत तथा कार्यकारी नेतृत्व गर्ने जिम्मेवारी यो पदमा रहन्छ ।

गोरखापत्र संस्थानको महाप्रबन्धक पदका लागि पिन दरखास्त आह्वान भएको छ । गोरखापत्र संस्थान ऐन तथा सम्बन्धित कार्यविधि बमोजिम प्रकाशन–सञ्चार क्षेत्रमा व्यवस्थापकीय अनुभव भएको, तोकिएको शैक्षिक योग्यता र उमेर सीमा (सामान्यतः ३० वर्ष पूरा भएको तर ६५ वर्ष ननाघेको) पुगेका व्यक्ति योग्य हुन्छन् । यो पद संस्थानको दैनिक प्रशासनिक सञ्चालन, समग्र व्यवस्थापन र नीति कार्यान्वयनको नेतृत्व गर्ने महत्वपूर्ण भूमिका हो ।

मन्त्रालयले सबै पदका लागि प्रतिस्पर्धात्मक छनोट प्रक्रिया अपनाउने जनाएको छ । इच्छुक उम्मेदवारले दरखास्त फाराम, आवश्यक योग्यता मापदण्ड, संलग्न गर्नुपर्ने कागजात र विस्तृत सूचना सूचना तथा सञ्चार मन्त्रालयको आधिकारिक वेबसाइटमा उपलब्ध छन् । यी नियुक्तिहरू स्वतन्त्र, निष्पक्ष र व्यावसायिक बनाउन योग्य तथा क्षमतावान् व्यक्तिको छनोट हुने अपेक्षा गरिएको छ ।

Kathmandu. The government has invited applications for the selection of qualified individuals through a competitive process for key leadership positions in the Press Council Nepal, Public Service Broadcasting Corporation (PSB) and Gorkhapatra Corporation. According to a notice issued by the Ministry of Information and Communications on Thursday, the call has been made for the posts of Chairman of Press Council Nepal, Chairman of Public Service Broadcasting Corporation and General Manager of Gorkhapatra Corporation.

Interested Nepali citizens who meet the eligibility criteria can apply. The last date for application is Monday, 18th Jestha 2083 (during office hours). The new process has been initiated after the persons who had previously been politically appointed to these positions were removed from their posts through an ordinance.

According to the Press Council Act, 2048 BS, retired Supreme Court judges, senior advocates, or individuals who have made distinguished contributions to journalism and media are eligible for the post of Chairperson. The term of office of the Chairperson is four years. This position plays an important role in protecting the dignity, ethics, and independence of journalism in Nepal.

According to the Public Service Broadcasting Act, 2081, a person who has completed a bachelor's degree and has at least 15 years of experience in journalism, humanities, management, information technology or broadcasting-related engineering is eligible to become the president of the organization. This organization encompasses Nepal Television and Radio Nepal and is responsible for providing policy and executive leadership of public service broadcasting.

Applications have been invited for the post of General Manager of Gorkhapatra Corporation. As per the Gorkhapatra Corporation Act and related procedures, candidates with managerial experience in the publishing-communication sector, having the prescribed educational qualifications and having reached the age limit (generally 30 years but not exceeding 65 years) are eligible. This post is an important role in leading the daily administrative operations, overall management and policy implementation of the corporation.

The Ministry has stated that a competitive selection process will be adopted for all posts. Interested candidates can download the application form, required eligibility criteria, required documents and detailed information from the official website of the Ministry of Information and Communications. It is expected that these appointments will be made independently, impartially and professionally, with the selection of qualified and competent individuals.
