New government, same old appointment patterns

KATHMANDU, Aug 26: The government led by Prime Minister Balendra Shah scrapped nearly 1,600 appointments made by previous governments through an ordinance, arguing that key positions, from universities to important state bodies, had been filled on the basis of political patronage. It promised a new system in which merit and competence, rather than political affiliation, would determine appointments. The pledge won considerable public approval.
