Government Forms Committee to Manage Contract Employees Affected by Staff Reduction

Kathmandu. The government has formed a study committee to manage contract employees who will be cut or remain in the pool as a result of the organization and management survey. The Ministry of Land Management, Cooperatives, Federal Affairs and General Administration has formed a 5-member committee under the convenership of Joint Secretary Dholakraj Dhakal through a ministerial decision. The Council of Ministers, in its meeting on Asar 32, had made a 7-point decision regarding the management of contract employees affected by staff reduction in government bodies. As per the provision mentioned in point no. 7 of that decision, this committee has been formed to study the minimum terms of contract to be made when engaging contract employees remaining in the pool and the service facilities to be provided to employees currently working but unable to be accommodated in the approved staff quota. The ministry has given the committee a mandate to submit a report with appropriate alternatives within 10 days. The report should prioritize the minimum service facility terms to be included in the contract when engaging contract employees in the future and the service facilities to be provided when bidding farewell or managing elsewhere employees currently working but unable to be engaged due to staff shortage. The committee includes Joint Secretary Dholakraj Dhakal of the Ministry of General Administration as convenor, Deputy Secretary from the Prime Minister's Office and Council of Ministers, Deputy Secretary from the Ministry of Finance, Mahendra Prasad Sankhi (Deputy Secretary, Ministry of General Administration) as members, and Deputy Secretary Devendra Sapkota of the Ministry of General Administration as member secretary. As the government moved ahead with the process of reducing staff through O&M to cut administrative expenses, contract employees who have been working for years were left in uncertainty.
